Was CM Punk's promo last night on RAW real or scripted?

Everyone's going nuts over CM Punk's promo last night on RAW and I was just wondering if it was real or scripted. Did he randomly go out there and start talking when he wasn't supposed to or was he supposed to do that promo? I'm confused because everyone's calling it a shoot.
