Sexual abuse? Solicitation? What is this?

This is a long story. I'll try to make it short. My papaw in another state has been txting me. I am 16. I always text him back because he is my papaw and I miss him. We don't see him a lot and lately he's been asking a lot of questions but i ddnt think anything of it. The other day he asked if I have a boyfriend and I said no. Then he told me he had to tell me a secret but I would hate him and lose all respect for him. I encouraged him to tell me because I didn't think it would be anything bad. Anyway... He um... Ok... He sent me this message saying something really sexual and I've never been talked to that way. It scared me really bad and I started shaking and crying. I told my counselor and she took the phone and showed it a cop. It turns out he can't do anything because he didn't ask to meet me. The only way he could get in trouble is if he asks to meet me or sends me bad pics. It really bothers me.. Why couldn't they do anything? What does what my papaw keeps saying count as? Abuse? He is still sending me msgs and I'm scared. What can I do?
